Metro Long Range Transportation Plan update to be discussed at June CAC meeting

The June 24 meeting of the Citizens' Advisory Council will feature a presentation by Metro's planning department on the Long Range Transportation Plan (LRTP) update, followed by discussion of the plan.

The LRTP update was unveiled during a special Metro Board workshop on June 11 and is scheduled to be approved by the Board at its July 23 meeting. The LRTP is periodically updated to reflect financial projections of capital project funding and changes in project timelines are adjusted as a result. The original public comment period was in March and April of 2008; last June, the Board deferred action on the LRTP until after the November election, in order to include the project list from Measure R, if approved by the voters.

Dual-Hub BRT presentation at April CAC meeting

Conan Cheung, Metro's Deputy Executive Officer for Operations Service Planning and Development, will give a presentation on the proposed Silver Line dual-hub bus rapid transit line at the April meeting of the Citizens' Advisory Council.

The Silver Line would replace most existing express bus service on the El Monte Busway and the Harbor Transitway, operating between El Monte Station and Artesia Transit Center on those two corridors with a connecting street-running segment in downtown Los Angeles. It has been proposed as a component of Metro's federally funded congestion relief program, and would begin operation on June 28 if approved by the Metro Board of Directors.

Measure R Implementation to be discussed at March CAC Meeting

K.N. Murthy, Deputy Chief Capital Management Officer at Metro, will present the agency's initial plans for implementation of Measure R funds at the March meeting of the Citizens' Advisory Council.

Measure R, as approved by the voters in last November's election, included a list of specific projects to be funded by the sales tax revenue created by the measure. The project list includes extensions of the Purple, Gold and Green Lines, a downtown light rail connector, bus rapid transit, highway improvements, local projects (such as traffic signal synchronization, bicycle lanes, and pedestrian improvements), and transit operational improvements. Mr. Murthy will discuss what projects will be likely to receive funding in the first five years of Measure R's 30-year period.

CAC comments on Draft Environmental Impact Report for Expo Line Phase II

The Metro Citizens' Advisory Council has submitted comments on the draft environmental impact report for the second phase of the Expo Line west from Culver City, supporting light rail using the existing right-of-way into Santa Monica and then Colorado Ave. in that city.

In making its comments, the CAC noted that use of the right-of-way would be considerably less expensive than the alternative Venice Blvd.-Sepulveda Blvd. alignment, require fewer property acquisitions and residential displacements, and produce higher ridership and faster travel time through the area.

The comments also noted that use of Colorado Ave. would eliminate concerns over coral trees in the median of Olympic Blvd. and not require an elevated station at the western terminal.

The CAC also commended the Exposition Metro Line Construction Authority for its thoroughness in outlining safety measures to be undertaken during construction.

Public transportation funding to be discussed at February CAC meeting

Michael Turner, Government Relations Manager for Metro, will update the Citizens' Advisory Council on the status of state and federal funding for public transportation at its February 25th meeting.

Public transportation funding has come under fire in Sacramento during the discussions over the state's budget crisis and Mr. Turner has been monitoring the situation there, which may result in the elimination of the State Transit Assistance fund. He will also report on the status of the federal stimulus package and the reauthorization of the federal transportation fund.

TAP Card Update at January CAC Meeting

Jane Matsumoto will present an update on Metro's Transit Access Pass (TAP) program at the January 21 Citizens' Advisory Council meeting.

Metro has been gradually converting paper fare media, such as monthly passes, to the plastic TAP "smart card" over the past several months, and is scheduled to have all passes on the TAP system by this summer.

Clarke and Wright appointed to CAC

Public transportation advocates Darrell Clarke and Jerard Wright were appointed to the Citizens' Advisory Council in August.

Clarke is the co-founder of the Friends4Expo advocacy organization and co-chair of the Transportation Committee of the Sierra Club Angeles Chapter. He was appointed by Metro Director Pam O'Connor.

Wright is the vice president of The Transit Coalition and is a member of Metro's Westside/Central Service Sector Governance Council. He was appointed by Metro Director David Fleming.

Both joined the CAC at the August 27 meeting.
